User choice has four major elements:

choice by employers, apprentices, and trainees of a training provider, other than TAFE, for off-the-job training;

increased opportunities for users to negotiate their training with registered training organisations;

increased responsiveness on the part of training providers;

a change in the way training resources are allocated.

This article explains the background to user choice, an overview of the critical issues, and how user choice will be implemented in NSW.
